Why a Checklist Matters More Than You Think

The Affidavit of Assets and Means is the document that determines your financial split. Every asset you fail to declare is an asset you can't argue over — or worse, an asset the court may penalise you for hiding. And every asset your spouse fails to declare is one you need to spot yourself.

The AAM covers a massive range of financial data: real property, bank accounts, CPF balances, insurance policies, vehicles, investments, business interests, personal valuables, and debts. Most people miss at least two or three categories on the first pass. A structured checklist catches the gaps before they cost you.

The Complete Asset Category Checklist

Real Property

  • [ ] HDB flat (address, estimated market value, outstanding mortgage balance, CPF used by each party plus accrued interest)
  • [ ] Private residential property — condominiums, landed property (current valuation, mortgage, ownership share)
  • [ ] Investment property — any rental properties held in either spouse's name or jointly
  • [ ] Overseas property — apartments or land held abroad (valued in SGD at current exchange rates)

CPF Accounts

  • [ ] Ordinary Account balance (both parties)
  • [ ] Special Account balance (both parties — note: closed and merged into RA at age 55)
  • [ ] MediSave Account balance (both parties)
  • [ ] Retirement Account balance (for members aged 55+)
  • [ ] CPF principal withdrawn for property purchases (both parties, per property)
  • [ ] CPF accrued interest on property withdrawals (both parties — check CPF online statement)

Bank Accounts

  • [ ] Sole savings and current accounts (all banks — DBS/POSB, OCBC, UOB, others)
  • [ ] Joint savings and current accounts
  • [ ] Fixed deposits (sole and joint)
  • [ ] Foreign currency accounts
  • [ ] Children's savings accounts (CDA, PSEA — generally excluded from the pool but must be disclosed)

Insurance Policies

  • [ ] Whole life insurance (cash surrender value, not death benefit)
  • [ ] Endowment plans (current surrender value or maturity payout if already received)
  • [ ] Investment-linked policies (current fund value)
  • [ ] Annuity plans
  • [ ] Note: term life policies have no cash value and don't enter the asset pool

Investments and Securities

  • [ ] CDP shareholdings (Singapore-listed stocks)
  • [ ] Brokerage accounts (overseas stocks, options)
  • [ ] Unit trusts and mutual funds
  • [ ] Robo-advisor portfolios (Endowus, StashAway, Syfe)
  • [ ] Supplementary Retirement Scheme (SRS) balance
  • [ ] Cryptocurrency holdings
  • [ ] Bonds and treasury bills

Business Interests

  • [ ] Shares in private limited companies (Pte Ltd) — current net asset value
  • [ ] Partnership interests — capital account balance
  • [ ] Sole proprietorship assets — business bank accounts, receivables, equipment

Vehicles

  • [ ] Cars (make, model, year, current market value, outstanding hire purchase balance)
  • [ ] Motorcycles
  • [ ] COE value and expiry date (affects resale value significantly)

Personal Property of Significant Value

  • [ ] Jewellery and watches
  • [ ] Art and collectibles
  • [ ] Club memberships (country clubs, golf clubs — check transfer/surrender value)
  • [ ] Safe deposit box contents

Debts and Liabilities

  • [ ] Mortgage balance (per property)
  • [ ] Renovation loans
  • [ ] Car hire purchase outstanding
  • [ ] Credit card balances
  • [ ] Personal loans
  • [ ] Student loans
  • [ ] Business loans where a spouse is personally liable or guarantor
  • [ ] Tax liabilities owed to IRAS

How to Value Each Category

The operative date for deciding which assets are in the pool is generally the Interim Judgment date. Valuation depends on the asset: bank accounts, CPF balances, and liquid investments are typically valued at the IJ date, while real property and private business shares are typically valued at the Ancillary Matters hearing date.

For practical purposes:

  • Bank accounts: Use the balance on the relevant valuation date, typically the IJ date
  • CPF: Download the statement from the CPF website — it shows current balances and transaction history
  • Property: Obtain a bank panel valuation or use recent transacted prices for comparable units (HDB resale data is available on the HDB website)
  • Insurance: Request a formal cash surrender value quotation from each insurer
  • Investments: Use the portfolio valuation or CDP statement on the relevant date
  • Vehicles: Check sgCarMart or comparable listings for current market value, then deduct the outstanding loan

The Worksheet Side: Calculating the Split

An asset checklist tells you what you have. A worksheet tells you how it might be divided. For each asset, record:

  1. Gross value — the current market or surrender value
  2. Liabilities — outstanding loans, mortgages, or taxes against the asset
  3. Net value — gross minus liabilities
  4. Direct contributions — each party's financial contributions (CPF used, cash deposits, mortgage payments)
  5. Proposed allocation — who keeps the asset, or how the proceeds are split

The total net value of the matrimonial assets, after relevant liabilities, is the matrimonial pool. Under the ANJ v ANK framework, the court averages each party's direct contribution ratio and indirect contribution ratio to determine the baseline split percentage.
