New Jersey Legal Aid for Divorce: Free and Low-Cost Resources

Legal Services of New Jersey (LSNJ)

Legal Services of New Jersey is the state's primary legal aid organization for low-income residents. To qualify for free representation, your household income must be at or below 150% of the current federal poverty level; the applicable dollar threshold depends on household size and the current federal guidelines.

If you qualify, LSNJ can provide direct attorney representation in your divorce case at no cost. Their attorneys handle filings, court appearances, and negotiations.

LSNJ also publishes a self-help divorce kit that anyone can access. The digital version is a free PDF download; a printed copy costs $25. The kit covers the basics — grounds, filing requirements, and key forms — but it was last fully updated around 2019/2023 and does not include detailed guidance on JEDS electronic filing, which is now the primary submission method for self-represented litigants.

Court Self-Help Centers

New Jersey's county courthouses maintain self-help centers staffed with clerks and sometimes volunteer attorneys who assist self-represented litigants. They can help you identify the correct forms, explain filing procedures, and answer basic procedural questions.

Self-help center staff cannot give you legal advice — they will not tell you what ground to file under or how to negotiate your settlement. But they can point out that your paperwork is incomplete, direct you to the right forms, and explain the JEDS upload process.

Fee Waivers

Even if you do not qualify for LSNJ representation, you may qualify for a court fee waiver. The threshold is the same: household income at or below 150% of the federal poverty level and no more than $2,500 in liquid assets.

A fee waiver covers the $300 filing fee, the $25 parenting workshop fee, and other court costs. You apply by filing Form 04 (Request for Fee Waiver) and Form A (Certification in Support) at the same time you file your complaint. The application requires six months of bank statements and income documentation.

If LSNJ or another certified pro bono organization represents you, you are exempt from those filing fees under the fee-waiver guidance.

Volunteer Lawyer Programs

Several county bar associations in New Jersey run volunteer lawyer programs that pair pro bono attorneys with low-income residents. Coverage varies by county — some have active family law panels, others have waitlists.

The New Jersey State Bar Association's Lawyer Referral Service can connect you with attorneys who offer reduced-fee initial consultations. This is not free representation, but it can help you get specific questions answered before proceeding on your own; confirm the current fee and duration with the service.

Where the Gaps Are

Free resources in New Jersey provide forms and basic information, but none of them offer a complete step-by-step roadmap for the pro se filer who earns too much for LSNJ but cannot afford an attorney. The court gives you blank forms; LSNJ's kit explains the law; the self-help center answers one-off questions.
