Iowa Legal Aid is the primary free legal services provider in the state. They offer assistance to low-income residents on family law matters including divorce, custody, and protective orders.

The main limitation is income eligibility. Iowa Legal Aid typically restricts services to people at or below 125% of the Federal Poverty Guidelines — roughly $20,075 for an individual or $41,625 for a family of four in 2026. If your income exceeds this threshold, you will generally not qualify for their direct representation or document preparation services.

For those who do qualify, Iowa Legal Aid provides:

It is a useful starting point for understanding the legal framework, but it does not provide step-by-step filing instructions, form preparation guidance, or interactive tools. It explains what the law says — not how to execute the procedural steps in your specific case.

Iowa Judicial Branch Self-Help Resources

The Iowa Judicial Branch website provides direct access to the Chapter 17 forms that every self-represented filer must use. These forms are free, court-approved, and available in both PDF and interactive (LawHelp Interactive) formats.

The LawHelp Interactive system walks you through the forms with a question-and-answer interface, which is helpful for making sure you fill them out correctly. However, the court website intentionally stops short of offering guidance on strategy, negotiation, or the procedural sequence. The judiciary is legally barred from providing what could be construed as legal advice, so their guidance amounts to "here are the forms — consult with an attorney if you need help."

Community Lawyers of Iowa

Community Lawyers of Iowa (CLI) offers unbundled legal services on a sliding scale. They provide flat-rate pro se consultations — typically $200 for cases without children and $300 for cases with children — where a licensed Iowa attorney reviews your specific situation, helps you select the right forms, and sets up your EDMS account.

This is not free, but it fills the gap between full legal representation ($2,500 to $5,000 retainer for a contested case) and going completely on your own. If you need one or two hours of professional guidance on a specific procedural question, CLI is one of the few Iowa providers offering that level of service at an accessible price point.

What None of These Resources Provide

All of the free resources above share a common gap: they explain the law and provide the forms, but they do not provide a sequenced, step-by-step process guide that walks you through the entire filing workflow from initial petition to final decree.

Iowa Legal Aid helps eligible individuals. People's Law explains concepts. The court provides forms. But none of them tell you, in order: prepare these specific forms first, upload them through EDMS this way, serve your spouse within this deadline using this method, complete your financial affidavit by this point, attend the parenting class within this window, and submit your final agreement in this format.
