Updating Your SIN, Driver's Licence, Health Card, and Passport After an NWT Divorce

You have your Certificate of Divorce and you have decided on your name. Now comes the errand marathon: SIN record, driver's licence, health card, passport, vehicle registration. The order you do these in is not arbitrary — get it wrong and you will be turned away at the counter, because territorial registries verify your identity against the federal database.

Here is the correct sequence for Northwest Territories residents, with the fees and processing times for each step.

Step 1: SIN Record at Service Canada (Free, Do It First)

Your Social Insurance Number record is the root of your federal identity. Other registries — including NWT Driver and Vehicle Services — verify your name against it.

• Where: any Service Canada office (Yellowknife and Inuvik have full-service locations; outreach sites serve smaller communities on rotation).
• Bring: your Certificate of Divorce (for surname resumption) or Change of Name Certificate (for a formal name change), plus your birth certificate and current photo ID.
• Cost: free.

Service Canada updates the record on the spot. Ask for confirmation of the change before you leave — you will want it for the next stops.

Step 2: NWT Driver's Licence at Driver and Vehicle Services

• Cost: $31 for a replacement licence with the new name ($16 for seniors 60+).
• Bring: your Certificate of Divorce or Change of Name Certificate, your SIN confirmation, and your current licence.

If your SIN record has not been updated first, this is the counter where you get sent home.

Vehicle registration and title

If a vehicle is transferring to you alone as part of the property settlement, that is a separate transaction: a transfer of vehicle registration requires a bill of sale, current registration, proof of insurance in your name, and photo ID. Fees run $27 for an existing plate or $58–$126 with a new plate. Your insurance policy must match your updated name before the transfer goes through.

Step 3: Health Card at the Health Services Administration (Free but Slow)

• Cost: free.
• Processing: 4 to 6 weeks — which is why it goes in early even though it arrives late.

Submit the health card update request with your Certificate of Divorce or Change of Name Certificate. You keep using your existing coverage while the new card is processed; the update is about keeping your records consistent, not about losing coverage.

Step 4: CRA Marital Status and Name

Two separate notifications, both free:

• Marital status: you must notify the CRA by the end of the month following the change in status. This is not optional admin — your GST/HST credit, Canada Child Benefit, and other income-tested benefits are recalculated based on your new status, and late notification means overpayments you will have to repay.
• Name: if your name changed, update it with the CRA so your tax records match your SIN record. The easiest route is through your CRA My Account or by phone.

Step 5: Passport (Last, Not First)

• Cost: $163.50 for a 10-year adult passport (fee effective March 31, 2026).
• Prerequisite: your updated NWT photo ID, because your supporting identification must match the name you are applying under.

This is why the passport comes last in the sequence: apply with an old licence and mismatched records and the application gets returned. If you have imminent travel booked under your old name, delay the whole name change sequence until you return — airlines require the ticket name to match the passport exactly.
